David Brand was elected to the position of Madison County Engineer in November 2000. He was re-elected in 2004, 2008 and 2012 and is in his fourth four-year term. Prior to that, he worked in two other Ohio County Engineer's Offices, as well as private consulting combining for over 26 years of public and private experience. He is a Licensed Professional Engineer and Licensed Professional Surveyor.
As the County Engineer, David is responsible for the maintenance of 343 miles of County Roads and provides primary roadway maintenance for an additional 127 miles of Township Roads. His office maintains 189 bridges, over 3000 culverts, over 200 miles of county maintained ditches and tiles. He also served as Madison County Sanitary Engineer from 2001 to 2013.
David currently serves as the NACE Northeast Regional Vice President and is a member of the NACE Roadway Safety Committee.

David Freeman has been with Limestone County, Alabama for nine years. He currently holds the position of IT Director, overseeing the county's internal and external communications, network infrastructure, and software applications. In addition, David manages county projects which include phases of county building construction, certain grants coordination, and County/City IT projects. David has just completed the Project Management of a 26-mile joint Fiber Optic cable installation involving the county, Athens city and schools, library, hospital, and local university.
Before joining Limestone County, David co-owned a successful IT consulting company that installed and integrated patient software for physicians' offices. After selling the company, he became a co-founder and stockholder in a content management company, of which he still remains a stockholder and on the board today.
David holds a B.S. from Athens State University and a MS from Auburn University.
In addition to these duties, David has been an active and engaged member of NACo and GMIS and is a recent Alabama State GMIS past-President. He is also involved with the local Boys & Girls club in fund raising events and leadership. In addition, he also serves on the Industrial Advisory Board for Athens State University. When time allows, David is an avid golfer who is better at the history of the game than playing the game.
Chief Innovation Officer, National Association of Counties View more + Bert is responsible for all aspects of NACo's information technology outreach and education to county officials. He provides technology vision and leadership for developing and implementing IT initiatives to county governments that leverage technology to help drive forward NACo's goals. In addition, Bert is responsible for all corporate fundraising, which provides sustainable support for NACo. Prior to joining NACo, Bert served as the Director of Systems and Programming at NVR, a holding company with subsidiaries that build and market single-family homes, town homes, and condominiums and provide mortgage banking services. There, he was responsible for implementing strategic technology, including financial systems and analytical technologies. As Information Technology Manager at Ford Motor Land Services Corporation, Bert was responsible for providing global IT solutions for all Ford Land employees in North America, Europe and South America. He also held system analyst and project manager positions with Ford Motor Company, and technical positions at Electronic Data Systems Corporation (EDS). For much of his career, Bert also served in the Air Force Reserve. He began his career in the Air Force, serving as a computer systems officer and a personnel officer. Bert earned the Bachelor of Science in computer science from the University of Louisiana at Lafayette (formerly the University of Southwestern Louisiana) in 1980, the Master of Business Administration (MBA) from the University of Maryland University College in 2004, and the Doctor of Management (DM) from the University of Maryland University College in 2010. Bert's doctoral dissertation at UMUC covered "The Impact of Innovation on Economic Strength and Labor Productivity in United States Metropolitan Region Economies".

Denise Katula has been with the County of Somerset, New Jersey for twenty-four years. She currently holds the position of Grants Coordinator, overseeing the County's federal and state grants at approximately $30 million annually. In addition, Denise leads special projects and facilitates the B.E.L.T. (Building Exceptional Leadership Talent) Program for county staff identified as high potential leaders.
For the past fifteen years, she has also been involved with Leadership Somerset, a yearlong program to prepare adults for community leadership in Somerset County. Denise now serves as the Program Director and is also involved with the Youth Leadership Somerset program for teens.
In addition to these duties, Denise has been an active and engaged member of the Grant Professionals Association since 2003 and is the incoming President of the New Jersey Chapter. She has been selected for and inducted into the Lead New Jersey Class of 2015. Denise is also a member of the Women's Leadership Council of the United Way of Northern New Jersey, Somerset County.

Catherine Maras is the Chief Information Officer (CIO) of Bexar County. The CIO directs the Bexar County Information Technology Department policy and strategic planning of information technology implementations, and is responsible for oversight of the Bexar County technology budget. The CIO also establishes, implements, and oversees enterprise architecture to ensure system interoperability, security, and integrated information sharing throughout all County departments and external governmental agencies.
Ms. Maras brought to Bexar County her experience of county technological systems knowledge, vision and expertise. She served as the Cook County CIO for ten years; Cook County being the second largest county in the United States with over 5 million residents and 129 municipalities including the City of Chicago. Ms. Maras was named "One of Top 25 Government Chief Information Officers" by the Center for Digital Government.
Ms. Maras has also served as the Assistant Director of Information Technology, Project Manager, and Eastern Regional Controller for GATX Corporation, a leader in global leasing transportation assets. In addition to completing several advanced courses in Information Technology Ms. Maras holds a Bachelor of Science degree in Marketing from Northern Illinois University, a Master of Business Administration degree in Finance and Marketing, and a Master of Science degree in Accounting, both from DePaul University.

Jen Marson is AACo's Executive Director. She manages the daily operations of the Association and the Government Services Foundation, directs the state and federal government affairs program and cultivates new business and membership opportunities. She also serves as the primary liaison to the National Association of Counties and other state associations and coordinates the Association's educational outreach programs. Jen's research and advocacy areas of expertise include property taxes, elections, public records, criminal justice, law enforcement, justice and superior courts, and education. Jen has been with AACo since 2002 when she started as the legislative intern. Since then she has worn nearly every hat in the Association before being selected as Executive Director in 2013.
Jen received the "Friend of Education" award in 2011 and has been a Certified Election Officer since 2007. In 2013 she was nominated by the capitol community as one of the "Best Female Lobbyists Under 40". She is a native of Arizona and received both a Bachelor of Arts and a Master's degree in Communication Studies from Arizona State University with an emphasis in rhetoric and advocacy.

Rita Reynolds, is the CIO for the County Commissioners Association of Pennsylvania. She provides day to day administrative control of the Association's information technology. This includes the operation and maintenance of the Association's internal computer and communication systems. Her work includes representing CCAP and its affiliated associations as they develop cross-agency systems among CCAP membership, the Commonwealth, and other agencies. She also serves as a liaison to the CCAP technology steering committee and county technology directors to further the development of services that will respond to and improve technology use and access at the county level.
Rita has worked with local government technology for 26 years. She possess a B.S. in Business Administration, with a minor in Political Science from Messiah College. Before joining CCAP in 1998, she worked as an independent Fiscal/Computer Consultant for numerous Children and Youth Agencies within Pennsylvania and designed several automated statistical packages, with the most notable being the Interim AFCARS Solution project purchased by the state of Pennsylvania and used for 15 years.
Her current work has been focused on developing the vision for a statewide unified case management system (CJ-UCM) and then overseeing its development. The development of the UCM program for Adult Probation, Jail and District Attorneys has been an incredible success, with nineteen of the 67 counties live in some fashion on two of the three areas (Adult Probation and District Attorney). The UCM program has received nationwide recognition, including being selected as a finalist for Microsoft Customer Service Awards in the Public Sector category.

Brian is the Executive Director of the National Association of County Engineers in Washington, DC. Brian has previously held leadership positions in local and federal government, consulting, non-profit, industry and education sectors. He was previously Director of the Water Resources Learning Center, Executive Director of a national trade association, an employee of FHWA and he began his career with Fairfax County Public Works in VA. He has a BS and MS from VA Tech in Civil Engineering and is a licensed professional engineer in VA.

Joel Rohne is the IT/GIS Director at Worth County, Northwood, Iowa. During his eight years in county government, he has served on the Iowa Counties Information Technology (ICIT) board as district rep, vice president, and president and currently as Technology Advocate. Rohne serves on the COSTAR board and has been a contributor to the Iowa County Magazine. He is also a member of Iowa Geographic Information Council (IGIC) and has presented at the Mid-American Geographic Information Council (MAGIC). Mr. Rohne has also been providing digital forensic investigations for local law enforcement for the past 7 years. In his position as ICIT Technology Advocate, he is project manager for the ICIT "Paying IT Forward" initiatives that involve ICIT members volunteering to provide technology education and assessments to counties across Iowa. The "Paying IT Forward" program was recognized with the Iowa State Association of Counties Excellence in Action Award in 2013 and the NACo "Best in Category 2014 Achievement Award".
